Background • Todd was left on orphanage steps as a baby with a letter stating his first name and that his mother wasn't ready for a baby. He lived in the orphanage, watching other children go until he was 12 and he was placed with the Owens. At that time they lived in upstate NY until Tracy got a job offer just outside Belleville, but wanting that small town feeling, they moved to a small town just outside the big city. Henry got a job at the fire department, which was easy considering it had been his business forever. Todd was 14 at the time.
From 16 to 18 he was in love with a girl in town who promised never to leave him alone, but she did leave him, and suddenly. He was in the closet at the time, and he realized he was gay during the relationship but couldn't break it off because he did care about her. He came out after she left him.
Todd decided to follow in his adoptive father's footsteps of community service. As a troubled child he saw the potential for danger and trouble, so he decided to become a policeman. So after high school, he went to the police academy.
